Illinois Lawmakers Push for $150M Racino Development in Decatur
A new bill in the Illinois state legislature could bring a $150 million racino project to Decatur, Illinois, combining a harness racing track, casino, and sports complex. Virginia-based Revolutionary Racing is the primary candidate for this development.

The proposed facility would create approximately 300 permanent jobs and generate up to $27 million in tax revenue. Revolutionary Racing aims to complete the project by late 2026, pending legislative approval when the new session begins Wednesday.
The bill addresses two key aspects of Illinois gaming expansion:
- Authorization of a new harness racing license in Macon County (Decatur)
- Setting deadlines for Hawthorne Race Course's delayed racino development
This legislation follows the state's 2019 gambling expansion package, which allowed racetracks to upgrade to racinos. While no racinos have opened yet, Fairmount Park Racetrack plans to launch a temporary gaming facility in Q2 2024.
The bill also challenges Hawthorne Race Course's current veto power over new racetrack developments within 35 miles. This power has stalled potential projects, as Hawthorne's own racino development has been halted due to financing issues and contractor debts.
The Illinois Harness Horsemen's Association supports revoking Hawthorne's veto power to encourage new development in the region. Revolutionary Racing, known for its $80 million Kentucky racetrack project, has positioned itself as a key player in revitalizing horse racing through legislative partnerships.
