Thailand Cabinet Approves Casino Bill, Advancing Major Tourism Push

Thailand's Cabinet has approved draft legislation for casino resorts, marking a significant step toward legalizing gambling in the kingdom. The bill proposes authorizing entertainment complexes in four major cities: Bangkok, Pattaya, Phuket, and Chiang Mai.

Prime Minister Paetongtarn Shinawatra's government projects these developments will:

  • Increase foreign tourism by 5-10%
  • Boost tourism spending from 120 billion to 220 billion baht ($3.45B to $6.32B)
  • Generate annual gaming revenue of approximately $9.1 billion
  • Create 9,000-15,000 new jobs
  • Provide $1.5 billion in annual tax revenue through a 17% GGR tax

The Council of State, Thailand's legal advisor, has raised concerns about:

  • Alignment with traditional Thai values
  • Effectiveness in eliminating illegal gambling
  • Need for minimum requirements for non-gaming amenities

Currently, Thailand only permits state-run lotteries and parimutuel wagering. The tourism sector, which previously contributed 20% to Thailand's GDP, seeks recovery from COVID-19 impacts through these proposed integrated resorts.

The bill will proceed to Parliament following the Council of State's review. If approved, Thailand would join other Southeast Asian nations in developing integrated resort destinations similar to Singapore's model.
