
Massachusetts Officials Fear Social Impact of New Salem NH Casino Development
Lawrence, Massachusetts city officials are expressing concerns about a newly approved casino in Salem, New Hampshire, warning it could bring social problems to their community.
The $160 million Live! Casino, set to open next year at the former Rockingham Park Mall, will be located just 6.6 miles from Lawrence. The facility will feature over 900 historical horse racing machines, 40 gaming tables, a sports lounge, restaurants, and a bar, with potential future hotel development.

The Lawrence City Council passed a resolution opposing the casino, citing concerns about:
- Targeting vulnerable populations, including low-income workers, elderly, and disabled residents
- Potential increases in gambling addiction
- Risks of personal bankruptcy
- Higher rates of domestic violence
- Elevated suicide risks associated with gambling addiction
Despite these concerns, the Salem Planning Board approved the project. Local officials, including Salem Town Council Chair Joe Sweeney, support the development, noting that residents voted in favor of such a facility ten years ago.
The casino is expected to generate:
- $31 million in annual revenue for New Hampshire and approved charities
- Over 700 permanent jobs
- Additional economic benefits for the region
The development team includes Joe Faro, Sal Lupoli, and the Cordish Companies, who will transform the vacant Lord & Taylor store that has been empty since 2020.
While neighboring property owners have raised concerns about public safety, traffic, lighting, and pedestrian impact, along with questions about a previous deed restriction on gambling at the location, the project continues to move forward as planned.
