NY Gaming Board Answers Signal Advantages for Genting, MGM Casino Bids

The New York Gaming Facility Location Board (NYGFLB) recently released answers to questions from downstate casino license bidders, suggesting potential advantages for Genting and MGM Resorts International.

While regulators emphasized that "speed to market is only one of many factors," they clearly prioritize quick operational capability post-license award. This could benefit Genting's Resorts World New York and MGM's Empire City Casino, which already operate as slots-only venues with racetracks.

Both properties are strong contenders among the eleven total bidders, as they:

  • Currently operate as video lottery terminal (VLT) venues
  • Already generate significant revenue without table games
  • Can meet the $500 million minimum capital investment requirement

Genting has pledged $5 billion to transform its Queens property into a Las Vegas-style casino, while MGM promises substantial improvements at Empire City, creating thousands of construction jobs.

Key Financial Requirements:

  • 25% tax rate on slot machine revenue
  • 10% tax rate on table game revenue
  • $1 million application fee
  • $500 million licensing fee
  • Minimum $500 million capital investment

The bidding process timeline includes:

  • Bid submissions due by June 2025
  • NYGFLB will make recommendations
  • Final decisions rest with the New York State Gaming Commission (NYSGC)

While the existing operations of Genting and MGM appear advantageous, regulators haven't officially confirmed any preferential treatment for current VLT operators. The remaining nine bidders effectively compete for what many consider to be the one remaining license.
