Bally's Chicago Cleared After River Debris Incident, Resumes Demolition Work
Bally's Chicago has avoided penalties following a December incident where demolition debris entered the Chicago River at their $1.7 billion casino development site in River West.
The incident occurred when protective mesh netting failed, allowing perlite—a non-toxic insulation material—to spill into the waterway. Despite initial concerns over white foam seen floating upstream, investigations by the Illinois Environmental Protection Agency, Chicago Department of Buildings, and Metropolitan Water Reclamation District found no violations of environmental laws.

The demolition project, led by Chicago Community Builders Collective, has implemented new safety measures including:
- Reinforced mesh netting
- Addition of a collection barge in the river
- Enhanced debris containment protocols
The Freedom Center demolition has now resumed and remains on schedule for completion by January's end. The site, purchased by Bally's for $200 million in November 2022, will eventually house:
- 500-room hotel resort
- Casino floor with 3,400 slot machines
- 173 live dealer table games
- VIP rooms
- Sportsbook
While the permanent facility won't open until late 2026, Bally's temporary casino at Medinah Temple has been operational since September 2023, generating $124.6 million in its first year. The company is actively recruiting staff, offering free six-week dealer training courses, with opportunities for career advancement when the permanent resort opens.
The hiring initiative aims to build a skilled workforce that will transition to the permanent facility, with emphasis on competitive compensation tied to game expertise.
